Subclass 491: health waiver available?

The new Class PS, Subclass 491 visa will "replace" visa subclass 489 (regional points-tested GSM) on 16 November 2019. But will the health waiver, which is available for some subclass 489 applicants, be available for subclass 491?

Under Schedule 2 for subclass 489, two types of health criteria apply, depending on the visa stream.

The criterion that applies to the First Provisional Visa stream is PIC 4005, which does not have a waiver.

The criterion that applies to the Second Provisional Visa stream is PIC 4007, which does have a waiver.

Which of those two criteria will apply to subclass 491 and, as a result, will the health waiver be available in some circumstances?
