The purpose of the instrument is to support a new online process that will allow New Zealand visa applicants to complete a digital version of Form 15 (the incoming passenger card) and to request an appointment to visit a Departmental office and lodge their visa application in person

"The instrument operates to specify the requirements for making an application for a Subclass 494 visa. For the purposes of subitem 1242(1) of Schedule 1 to the Regulations, the instrument specifies the approved form for making a valid application. For the purposes of paragraph 1242(3)(a) of Schedule 1 to the Regulations, the instrument also specifies the manner in which an application must be made".
457 & 482: data matching between Department & ATO

The new Certificate defers the sunsetting date of a legislative instrument "to enable the Department to evaluate the need for amendments to the family violence provisions, evaluate the need for any changes relating to the independent expert, and draft a new instrument, while avoiding having to remake the instrument twice in a short period of time"
